Valery Chaly

Chaly Valeriy Alekseevich – is a Ukrainian political expert, the former Deputy Head of the Presidential Administration of Ukraine, the former Ambassador of Ukraine to the USA.

Biography

Born on July 1, 1970 in Vinnitsa.

Married. Two children.

In 1992 graduated from Vinnytsa State Pedagogical University, historical faculty.

In 1995 graduated from Taras Shevchenko National University of Kyiv, Institute of international relations, faculty of international law, postgraduate course.

In 1995 worked as a senior consultant at the Assistants’ Group for the President of Ukraine Leonid Kuchma, led by Alexander Razumkov, First Assistant to the President of Ukraine.

From 1995 to 1997, director of the international legal programs in the Ukrainian Centre for Economic and Political Studies (Razumkov Centre).

From 1997 to 1999, an assistant of Alexander Razumkov (the Deputy Secretary of National Security and Defense Council of Ukraine).

From December 1999 to 2009, Director of the International Programs in the Ukrainian Centre for Economic and Political Studies (Razumkov Centre).

From May 2000 worked as a non-staff consultant in the Verkhovna Rada Committee on Foreign Affairs of Ukraine.

From January 2000 was a member of the Scientific Council of the Ministry of Foreign Affairs of Ukraine.

From December 2002 was a member of the Scientific and Expert Council under the Verkhovna Rada Committee on European Integration of Ukraine.

From November 2006 worked as a Deputy General Director in the Ukrainian Centre for Economic and Political Studies (Razumkov Centre), Director of International Programs.

From 2008 to 2009, the Chairman of the Public Expert Council within Ukrainian part of Ukraine-EU Cooperation Committee.

From November 2009 to April 2010, the Deputy Minister of Foreign Affairs of Ukraine.

In in April 2010 resigned to protest the foreign and security policy of then-President Viktor Yanukovych; non-aligned status of Ukraine was one of the reasons.

From May 2010 to 2014 once again worked as the Deputy General Director in the Ukrainian Centre for Economic and Political Studies (Razumkov Centre)

From 2011 to 2013, the Chairman of the Public Expert Council within Ukrainian part of Ukraine-EU Cooperation Committee.

From 2013 to 2014 during the protest actions was a member of the “Maidan People's Union”.

In 2014 during the pre-election campaign of the presidential elections in Ukraine Chaly was the head of the international department of the election headquarters of Petr Poroshenko.

From June 2014 to July 2015, the Deputy Head of the Ukrainian Presidential Administration of Petr Poroshenko on foreign policy issues.

From July 2015 to July 2019, Ambassador Extraordinary and Plenipotentiary of Ukraine to the United States.

Ukrainian interference in the US presidential elections

The former employee of the Ukrainian embassy to the United States Andrey Telizhenko announced that in 2016 the Ukrainian embassy under Valeriy Chaly direct control actively interfered in the US presidential elections on the Democrats side. Chaly tried to help the Democratic party of the USA to withdraw Donald Trump candidacy from elections on a special US Congress Committee. He also claimed that Trump was a Russian candidate.

Weapons purchases scandal

In August 2018 after US decision to supply lethal equipment to Ukraine Valeriy Chaly was at the center of the big international scandal. He reported that Ukraine planned to purchase more than $ 2 billion in air defense systems in the United States. The media called these plans a bribe and Chaly had to abandon his words claiming that he was misunderstood.
